    Summary

    The success of MMRMA depends heavily upon an effective partnership with its members. To encourage the partnership, MMRMA has created the Risk Avoidance Program (RAP).


    • Risk Avoidance Program (RAP) Grants: A set of specific grants that address significant ongoing loss exposures hazards. It has been determined that these recurrent grants have a substantial impact in reducing or avoiding loss. These grants typically involve supporting the purchase of certain equipment or devices that, when deployed, will help avoid or mitigate loss. Standard grants also support specific education or training programs. Claim history and loss exposures are periodically analyzed in relationship to the various Standard Grants to make certain the grants continue to be relevant.
    • Certification and Accreditation Program (CAP) Grants: Certification and Accreditation Grants support programs for professional education, training, and formal recognition through a structured accreditation or certification program. These programs are typically offered through independent professional service organizations or government agencies. Certification and accreditation involves advanced education including training curricula and exams based on criteria and standards for industry best practices. It is believed that achieving accreditation is a reflection of member commitment that will, in turn, reduce claims.

    The purpose of the RAP and CAP programs is to provide targeted financial assistance to lower the frequency and severity of property and casualty losses. Eligible expenses include:

    • Bumper Guards
    • Concrete Scarifier
    • Court Compliance Safety
    • Cyber Security (this includes General Cyber Security Training; Two Factor Authentication; and Vulnerability Assessment/Penetration)
    • Data Storage
    • Digital Cameras and Security
    • Electronic Prisoner Monitoring /Cell Check System
    • Emergency Generators for Pump/Lift Stations
    • Emergency Medical/Priority Dispatch
    • Emergency Medical Responder Active Shooter Kits
    • Field/Arena Fencing and/or Netting
    • Fire Pit Rings
    • General Risk Management and Leadership Training
    • In Car Cameras (Police and Fire Vehicles)
    • Lift Free Health Facilities – Assistive Lifting Devices for Patient Transfer
    • Livescan Fingerprinting
    • Non-Transport Lifting Devices and Stair Chairs
    • Office Safety Plan
    • Passenger Surveillance Cameras
    • Power DMS Policy Management
    • Power Load Systems
    • Pre Plan Software
    • Prisoner Restraint Chair or Board

    History of Funding

    MMRMA has provided members with more than $21 million in financial assistance through RAP and CAP grants.

    Additional Information

    The MMRMA mix of member services, competitive pricing and, most importantly, effective loss control has been successful to the extent that funds are available to assist member efforts in risk management programs and projects. RAP was established in 1997 to assist in projects that are innovated with a high potential of solving specific risk management problems of government agencies.

  • Eligibility Details

    All Individual and State Pool Members of MMRMA are eligible to submit grant applications following the first year of continuous membership. 

    Deadline Details

    Quarterly grant deadlines each year are January 10, April 10, July 10, and October 10.

    Award Details

    Individual award amounts vary. Interested applicants can log into the member portal to find additional RAP/CAP information and application forms. For example, applicants may request up to $1,000 per in-car camera, with a maximum of $30,000 per member institution. Cost sharing/matching for any remaining costs are required.
