    Summary

    The State and Local Cybersecurity Grant Program (SLCGP) provides funding to eligible state, local, and territorial (SLT) governments to manage and reduce systemic cyber risk, thus improving the security of critical infrastructure and improving the resilience of the services SLT governments provide their community.


    Pennsylvania Guidance:


     The focus of that funding is on continuing and expanding the cybersecurity prevention tools and services available to Pennsylvania local governments from the Commonwealth of Pennsylvania. 

    Through this grant, the commonwealth offers the following services:

    • Asset intelligence: Unified protection for connected devices in an organization through asset visibility and data-driven risk prioritization.
    • Intrusion detection: Monitors systems placed on government networks 24/7 to identify attacks, alert key personnel, and report nationally on coordinated attacks.
    • Security Awareness Services: Employee training on security best practices, identifying potential threats like phishing attacks, simulation phishing emails for training purposes, and penetration testing services.
    • Security Incident and Event Management: Software to help identify, monitor, record, and analyze security events and incidents within a real-time IT environment.
     

    History of Funding

    The State of Pennsylvania was allocated $8,015,678 for FY24.

    The State of Pennsylvania was allocated $10,463,799 for FY23

    The State of Pennsylvania was allocated $5,207,249 for FY22.

    Additional Information

    Any entity that receives funds from a grant under this program may not use the grant:

    • Supplanting state or local funds;
    • Recipient cost-sharing contributions;
    • Payment of a ransom from cyberattacks;
    • Recreational or social purposes, or for any purpose that does not address cybersecurity risks or cybersecurity threats on SLTT information systems;  
    • Lobbying or intervention in federal regulatory or adjudicatory proceedings;
    • Suing the federal government or any other government entity; 
    • Acquiring land or constructing, remodeling or altering buildings or other physical facilities; or
    • Cybersecurity Insurance; or
    • Any purpose that does not address cybersecurity risks or cybersecurity threats on information systems owned or operated by, or on behalf of, the eligible entity or a local government within the jurisdiction of the eligible entity.

  • Eligibility Details

    Eligible applicants are:

    • A county, municipality, city, town, township, local public authority, school district, special district, intrastate district, council of governments, regional or interstate government entity, or agency or instrumentality of a local government;
    • An Indian tribe or authorized tribal organization; and
    • A rural community, unincorporated town or village, or other public entity.
