    Summary

    The Disability Communications Fund (DCF) is the grantmaking operation within the California Communications Access Foundation (CCAF). They are the only funder in California that is solely dedicated to the communication needs of people with disabilities. They don't focus on anything else, so we can develop deep knowledge of this field and how to best support it. Their experience in providing access to communications for people with disabilities in California means that they know which solutions will work.

    Goals of the DCF fund are to:
    • Promote the expansion of quality communications access programs and services to individuals with disabilities. 
    • Strengthen the sector of providers of communications access for people with disabilities. 
    • Educate other grant makers about the communications access needs of people with disabilities.
    The Disability Communications Fund will provide support for:
    • community-based nonprofit or educational organizations in California which establish projects and programs designed to benefit the communication needs of Californians with disabilities of all ages.
    • DCF has identified three (3) Funding Priorities for 2017. For a project to be considered it must address one of the following areas:
      • Training the Next Generation of AT and AAC Experts
      • Projects that build an organization's capacity to better serve the communication needs of their clients through the training of professionals.
      • Facilitating Research and Innovation
    • Collection of data on a service or target population for the purpose of documenting best practices or a gap analysis; or development and testing of new technologies and services which benefit individuals with disabilities that impact their ability to communicate.
    • Replicating Successful Models
    • Supporting successful projects or models to expand their reach in serving the California disability community through replication.

    DCF Funding Priorities for 2017

    TRAINING THE NEXT GENERATION OF AT AND AAC EXPERTS: Disability Communications Fund (DCF) supports projects that build an organization's capacity through the training of professionals. The goal is to expand the availability of professionals trained in Assistive Technology (AT) and Augmentative and Alternative Communication (AAC) throughout California's communities. Projects should include the development of documentation that facilitates ongoing sharing of knowledge and best practices.

    2. FACILITATING RESEARCH AND INNOVATION: Disability Communications Fund (DCF) supports organizations in the collection and evaluation of data on a service or target population for the purpose of documenting best practices or a gap analysis. DCF also wants to encourage the development and testing of new technologies and services that benefit individuals with disabilities. Grantees need to be willing to publicly share the results of their project in one of the following ways:
    • article/paper,
    • presentations, or
    • open sourcing (making specifications of a device, app or program available for public use or modification).
    3. REPLICATING SUCCESSFUL MODELS: The intention is to share best practices, adapting them to geographically, demographically or culturally different settings as needed. It is not a requirement that the project to be replicated was previously funded by DCF, however, all organizations applying need to be able to clearly demonstrate:
    • how the project/model has been successful,
    • the need for and benefit of replication,
    • that the organization has the capacity to support the replication, and
    • prospective partner organization(s).

  • Eligibility Details

    Eligible to apply for DCF funding are:  
    • tax-exempt, nonprofit organizations as defined under Section 501(c)3 of the U.S. Internal Revenue Code;
    • programs that use a fiscal sponsor with 501(c)(3) tax exempt status; and
    • educational institutions.
    The applicant must be a community-based organization which has a physical location in California (not an on-line entity) and provide direct services primarily to people with disabilities in California.
     

    Deadline Details

    Deadline for Letter of Intent was August 9, 2017. Deadline for submission of full grant application was October 6, 2017. Letter of Intent and applications are to be submitted using the DCF online grants management system. Similar deadlines are anticipated annually.
     

    Award Details

    Grant amounts range from $10,000 to $100,000, with approximately $1 million available per grant cycle. Projects are expected to last 12 months. Organizations can receive a maximum of three consecutive years of funding.
