    Summary

    Adult Redeploy Illinois (ARI) provides financial incentives to local jurisdictions for programs that allow diversion of non-violent offenders from state prisons by providing community-based services. Grants are provided to counties, groups of counties, and judicial circuits to increase programming in their areas, in exchange for reducing the number of people they send to the Illinois Department of Corrections. 

    The Crime Reduction Act is based on the premise that crime can be reduced and the costs of the criminal justice system can be controlled by understanding and addressing the reasons why people commit crimes. It is also based on the premise that local jurisdictions (judicial circuits or counties) know best what resources are necessary to reduce crime. Rigorous evaluation processes with standardized performance measurements are required to confirm the effectiveness of services in reducing crime. 

    The purpose of this funding opportunity is to expand ARI through grants to local jurisdictions for planning and implementation efforts with the overall goal to reduce the number of people committed to prison on probation-eligible charges. ARI funds can be used to create or enhance local programs that assess individuals' risk, needs, and strengths and offer a continuum of evidence-based sanctions and treatment alternatives to incarceration focused on rehabilitation and accountability over punishment.

    The goals of ARI are to:

    • Invest in results-oriented local programs that rehabilitate individuals in their community as an alternative to incarceration and prevent relapse and future criminal behavior.
    • Foster a strong, equitable community corrections system through access to interventions that target individual needs and leverage their assets.
    • Support community-led justice efforts that are consistent with ARI values and cost less than incarceration.
    • Generate and collect evidence in support of decarceration efforts.

    Allowable costs include:

    • Personnel
    • Training
    • Travel
    • Program supplies
    • Behavioral health services
    • Mental health treatment
    • Substance use disorder treatment
    • Participant transportation assistance
    • Participant housing assistance
    • Participant incentives
    • Data collection and analysis
    • Program evaluation 
    • Vehicles (only for government agencies)

    Additional Information

    Prohibited Uses include:

    • Land acquisition
    • New construction
    • Renovation, lease, or any other proposed use of a building or facility that will either result in a change in its basic prior use or significantly change its size
    • Minor renovation or remodeling of a property either listed or eligible for listing on the National Register of Historic Places or located within a 100-year flood plain
    • Implementation of a new program involving the use of chemicals
    • Capital expenditures
    • Fundraising activities
    • Lobbying

    Eligible applicants are county units of government or judicial circuits.

    Deadline Details

    Applications are to be submitted by January 17, 2025. A similar deadline is anticipated annually.

    Award Details

    A total of $1,500,000 is available in FY2025. Individual award amounts may be between $50,000 and $1,000,000. Cost sharing or matching is not required. Project periods will extend from April 16, 2025 through April 15, 2026.
