    Summary

    The goal of the Texas Community Development Block Grant (TxCDBG) Program is to develop viable communities by providing decent housing and a suitable living environment, as well as by expanding economic opportunities, that principally benefit persons of low- to moderate-income.

    The objectives of the TxCDBG Program are:
    • To improve public facilities to meet basic human needs, principally for low- to moderateincome persons;
    • To improve housing conditions, principally for persons of low- to moderate-income;
    • To expand economic opportunities by creating or retaining jobs, principally for low- to moderate-income persons; and
    • To provide assistance and public facilities to eliminate conditions hazardous to the public health and of an emergency nature.
    The Colonia Fund: Construction provides funding for water and wastewater improvements, housing rehabilitation for low- to moderate-income households, and payment of assessments levied against properties owned and occupied by persons of low and moderate income to recover the capital cost for a public improvement and other improvements including street paving and drainage.

    Ineligible activities include:
    • Construction of buildings and facilities used for the general conduct of government (e.g., city halls and courthouses);
    • Financing of political activities;
    • Purchase of construction equipment;
    • Income payments, such as housing allowances;
    • New housing construction; and
    • Operating and maintenance expenses of public facilities, improvements and services.

  • Eligibility Details

    Eligible areas are units of general local government (with the exception of Hidalgo County) located within 150 miles of the Texas-Mexico border. Eligibility is further limited to counties with areas meeting the definition of "colonia" which defined as:

    • Lack of potable water supply;
    • Lack of adequate sewage systems; and
    • Lack of decent, safe, and sanitary housing

    Eligible counties are: Aransas; Bee; Blanco; Brewster; Brooks; Cameron; Coke; Concho; Crane; Crockett; Culberson; DeWitt; Dimmit; Duval; Ector; Edwards; El Paso; Frio; Gillespie; Glasscock; Goliad; Hidalgo; Hudspeth; Irion; Jeff Davis; Jim Hogg; Jim Wells; Karnes; Kenedy; Kerr; Kimble; Kinney; Kleberg; La Salle; Live Oak; Llano; Loving; Mason; Maverick; McCulloch; McMullen; Menard; Midland; Nueces; Pecos; Presidio; Reagan; Real; Reeves; Refugio; Runnels; San Patricio; Schleicher; Starr ;Sterling; Sutton; Terrell; Tom Green; Upton; Uvalde; Val Verde; Ward; Webb; Willacy; Winkler; Zapata; Zavala

    Applications will be available by May 2021. A similar deadline is anticipated annually. 

    Award Details

    Award amounts range from $75,000 to $500,000.  At least 51% of the proposed activities/projects within an application must principally address basic infrastructure (water and wastewater systems) or housing.
