    Summary

    The primary purpose of the CACS grant program is to coordinate the investigation of child abuse and neglect and to provide services to children and their non-offending family members without causing further trauma to the child victim. Child Advocacy Centers are dedicated to approaching victims of child abuse in a sensitive, respectful manner and to restoring the lives of abused children through partnerships with local communities and agencies investigating the prosecution of child abuse. This funding correlates with the Children and Youth Division's goals of increasing the wellbeing of Maryland's children and youth as well as addressing Adverse Childhood Experiences (ACEs) and the impact of childhood trauma.


    Child Advocacy Centers stress coordination of investigative and intervention services by bringing together professionals and agencies as a multi-disciplinary team to create a child-focused approach to child abuse cases. The main goal of all Child Advocacy Centers is to ensure that children are not traumatized by the very system designed to protect them.

    Eligible costs include, but are not limited to: 

    • Personnel
    • Operating expenses
    • Contractual services
    • Training for staff
    • Training materials and travel for training
    • Per Diem/Meal reimbursement for travel only
    • Equipment
    • Fees associated with accreditation
    • Other items having a direct correlation to the overall success of a sub-recipient's project objectives and are necessary for the project to reach full implementation

    Ineligible costs include, but are not limited to:

    • Food/Beverages for meetings, conferences, training, or other events
    • Lobbying and administrative advocacy
    • Construction Projects
    • Trinkets (e.g., hats, mugs, portfolios, t-shirts, coins, gift bags, etc., whether or not they include the program/vendor name and/or logo) may not be purchased with grant funds as giveaways or promotional items

  • Eligibility Details

    Eligible applicants are accredited Maryland Child Advocacy Centers, or those on the path to accreditation, as well as the Maryland Children's Alliance (MCA).

    Deadline Details

    Applications are to be submitted by March 31, 2023. A similar deadline is anticipated annually.

    Award Details

    A total of $300,000 has been allocated for FY2024. Applicants may request up to $12,500 each. Cost sharing/matching is not required. Project periods will extend up to 12-months, starting July 1, 2023. Funds are paid on a reimbursable basis.
