Summary

Established by the Violence Against Women Act of 1994, this grant program helps provide victims with the protection and services they need to pursue safe and healthy lives, while improving communities' capacity to hold offenders accountable for their crimes.
Funding for this project comes from the Services* Training* Officers* Prosecutors (STOP) Violence Against Women Formula Grant Program (STOP Formula Grant Program) administered in Washington State by the Office of Crime Victims Advocacy (OCVA), Washington State Department of Commerce.
Funds awarded through this competitive application must support efforts to develop and strengthen services and effective strategies in response to the crime of sexual assault against adults or youth, age 11 and older, in Washington State.
There is not a list of eligible activities for the SA Services grant. All proposed services and/or activities must meaningfully address sexual assault.
History of Funding

In previous years, Washington state distributed VAWA program funds through a non-competitive formula-based process to local communities, including law enforcement, prosecution, and victim services function areas. The base funding for each county is $45,000, with additional funding allocated based on population and square miles.
Additional Information

Unallowable activities include, but are not limited to:
- Prevention;
- Lobbying;
- Physical modifications to buildings, including minor renovations (painting or carpeting);
- Fundraising;
- Purchase of real property;
- Research;
- Construction.
Eligibility Details

Eligible applicants are law enforcement agencies, including those located in institutes of higher education, prosecution agencies, law enforcement associations, prosecutor associations, tribal organizations, tribal nonprofit organizations, Indian tribes located within Washington, governmental entities that are not part of the criminal justice system and offer a comparable level of
confidentiality as a community-based organization that provides similar victim services, and community-based organizations with a demonstrated history of providing services to victims.
Community based organizations must be nonprofit, nongovernmental or tribal entities that serve a specific geographic community that focuses primarily on sexual assault of victims ages 11 and older; has established a culturally specific program that addresses sexual assault of victims ages 11 or older; or has a primary focus on underserved populations (and includes representatives of these populations) and sexual assault of victims ages 11 and older.

Award Details

$590,000 is available in 2022 for approximately five awards of up to $118,000 each. There is a 25% match requirement. Period of performance is January 1, 2023 through December 31, 2023, with a possibility for renewal of funding for an additional three years depending on available funding and progress of the sexual assault project.
