    Summary

    This program is intended to fund 11 RPIC to continue serving as geographic focal points and lead the development of a comprehensive and integrated system of T/TA activities among State Associations with the central mission of ensuring that all CSBG-eligible entities are able to meet organizational standards and utilize evidence-based and evidence-informed service approaches to address the identified needs of low-income people in communities. The purpose of the RPIC will be to continue to institute a regional approach for T/TA coordination and information dissemination, foster efforts that promote the primary mission of the RPIC and work in partnership with OCS and national CSBG T/TA providers focused on organizational standards, learning communities, performance management, risk mitigation, performance management efforts, quality improvement, and legal compliance. The RPIC grantees funded under this announcement will continue to play a key role in efforts related to organizational standards as well as new implementation standards for ROMA. This cooperative agreement will support the implementation of T/TA strategies designed to assist CSBG-eligible entities in four major focus goals:

    1) Participating in Implementing and Meeting Organizational Standards for organizational operations in the areas such as consumer input and involvement, community engagement, community assessment, organizational leadership, board governance, strategic planning, human resource management, financial operations and oversight, and data and analysis.

    • Coordinating training on implementing and meeting organizational standards; and,
    • Communicating with the State CSBG Lead Agency, national CSBG T/TA providers, and OCS staff to discuss the status of implementing and meeting organizational standards as well as any obstacles that the RPIC and CSBG-eligible entities in the region may face in this process.

    2) Participating in a ROMA Next Generation Effort that includes attention to the complete ROMA cycle of performance management.

    • Assisting State CAA Associations and CSBG-eligible entities in analyzing community needs assessment data, setting challenging service delivery goals, identifying evidence-based and evidence-informed service plans, and documenting outcomes based on the ROMA cycle of performance management; and,
    • Coordinate training on State ROMA Next Generation performance management efforts.

    3) Disseminating Information in a timely manner to all CSBG-eligible entities.

    • Efficiently communicating information learned through OCS, the State CSBG Lead Agency, national CSBG T/TA providers, and other national partners;
    • Ensuring that all CSBG-eligible entities are aware of any training and working groups that that may be available;
    • Ensuring that all CSBG-eligible entities are aware of scheduled CSBG conferences, webinars, and conference calls;
    • Ensuring that all CSBG-eligible entities have access to updated national information on evidence-based and evidence-informed service approaches; and
    • Ensuring that reports or documents submitted to OCS are timely and accurate.

    4) Coordinating T/TA Efforts with State CSBG Lead Agencies and national technical assistance grantees.

    • Consulting with appropriate national CSBG T/TA provider(s) and OCS, as needed, to be responsive to the needs of states and CSBG-eligible entities;
    • Planning, organizing, and communicating regional T/TA activities designed to address the collaboration, capacity-building, and exemplary practice needs of State Associations. These T/TA coordination efforts promote activities that strengthen the ability of State Associations to leverage resources, promote and sustain relationships between State Associations and the corresponding State CSBG Lead Agencies, and increase the capacity of State Associations to address the broad T/TA needs of CSBG-eligible entities;
    • Conducting regular conference calls among State Associations and State CSBG Lead Agencies within the region to discuss and identify T/TA needs;
    • Scheduling regular communications with federal, state, CSBG-eligible entities, and national CSBG T/TA providers to conduct information-sharing activities relating to the most effective, efficient and evidence-based and evidence-informed methodologies for the delivery and measurement of services;
    • Attending CSBG T/TA conferences to build relationships with federal, state, CSBG-eligible entities, and national CSBG T/TA providers; and
    • Coordinating T/TA efforts to ensure that project activities complement one another.

    Costs of organized fund raising, including financial campaigns, endowment drives, solicitation of gifts and bequests, and similar expenses incurred solely to raise capital or obtain contributions, are considered unallowable costs under grants or cooperative agreements awarded under this program.

  • Eligibility Details

    Non-profit organizations with or without 501(c)(3) Internal Revenue Service status, other than institutions of higher education. As prescribed by Section 678A(c)(2) of the CSBG Act, eligible applicants are CSBG-eligible entities or Statewide or local organizations or associations, with demonstrated expertise in providing training on methods of effectively addressing the needs of low-income families and communities.

    Deadline Details

    The deadline to submit an application was July 15, 2014. Similar deadlines are anticipated.

    Award Details

    The estimated total program funding is $4,400,000. Eleven awards are anticipated. Cost sharing is not required.
