    Summary

    The foundation supports programs that have the broadest possible impact in meeting important human needs and aspirations, with an emphasis on the needs of the least advantaged members of society. The primary focus of the foundation is on programs that benefit children and youth in Waco and McLennan County, TX. 

    The foundation prefers to concentrate on five primary areas:
    • Arts and Culture - Artistic and cultural programs, especially those that encourage participation, and enrich the lives of children and disadvantaged members of the community. Education and cultivation of new and young patrons is encouraged;
    • Education - The foundation is interested in the broad area of education but with a special concern for early learning up to and through the elementary years. Other areas of interest include adult education and training initiatives, and programs that enhance the capabilities of teachers and other professionals in public schools;
    • Health - The foundation seeks to improve the quality and delivery of healthcare services to all citizens, especially to women, children, and those who do not have access to conventional medical resources. Community-based outreach initiatives such as immunization programs are of interest;
    • Community Building and Social Services - The foundation seeks to build communities that improve the quality of life for all citizens and foster the growth and development of children. The foundation also encourages programs that build grassroots neighborhood networks, provide job training and job opportunities for the unemployed and under-employed, or provide a comprehensive safety net of social services for the least-advantaged citizens; and
    • Democracy and Civic Participation - The foundation supports efforts both to make government more responsive and to encourage citizens to take an active interest and role in political life. The foundation promotes intergovernmental cooperation as well as initiatives that broaden citizen awareness of public policy issues and alternatives, build skills necessary for political leadership, and provide opportunities for community service.

    The Bernard & Audre Rapoport Foundation does not have a standing policy regarding general operating versus program/project support. Ultimately, decisions to approve or decline a grant are based on the quality of the grant request, availability of funds, prioritization of other requests received in any given cycle, current interest areas, etc.


    The Foundation does not consider the following types of requests for support:

    • Direct social services outside of Waco/McLennan County
    • Programs with a narrow audience/geographic benefit (outside of Waco/McLennan County)
    • Capital campaigns (In limited instances, capital requests may be considered in Waco/McLennan County only)
    • Repeat of recently denied request
    • Projects that exclusively serve religious purposes and/or involve proselytizing 
    • Direct donations or grants to individuals
    • Unsolicited international funding requests
    • Political campaigns and legislative lobbying efforts

  • Eligibility Details

    Eligible applicants are qualified public entities or 501(c)(3) charities. By policy, one-third of the Foundation's annual grantmaking budget is designated to qualified non-profit organizations in the Waco, Texas area. Additionally, one-third of the Foundation's annual grantmaking budget is allocated to qualified organizations operating elsewhere in the state of Texas and/or within the United States.

    Deadline Details

    The Foundation's Board of Trustees currently considers requests for grant funding through open cycles twice per year. Dates are subject to change therefore prospective applicants should check back occasionally for updates. Unless specified, the grant process involves two phases: a letter of inquiry (LOI) followed by the full grant application. After review of LOIs in each cycle, grant applicants will be notified whether or not the organization is being invited to submit a full grant application for further consideration. 


    2025 SPRING Grant cycle:

    • January 10, 2025 - Portal to open for LOI submission
    • February 14, 2025 - LOI Submissions Due for 2025 Spring Cycle,11:59 PM CT 
    • March 2025 - LOI Status Notifications Emailed (Decline, Defer, or Invite for Full App)
    • April 4, 2025 - Final Grant Applications Due, 11:59 PM CT (Phase II by Invitation Only)
    • May 2025 - 2025 Spring Board Meeting & Grant Review (Notifications sent mid-May)

    2025 FALL grant cycle:

    • August 2025 - Portal to open for LOI submission (Exact date TBA)
    • December 2025 - 2025 Fall Board Meeting & Grant Review (Notifications sent by mid-December)
