    Summary

    The Edward Byrne Memorial Justice Assistance Grant (JAG) Program is the primary provider of federal criminal justice funding to state and local jurisdictions. The JAG Program provides states and units of local governments with critical funding necessary to support a range of program areas including:

    • Law enforcement programs
    • Prosecution and court programs, including indigent defense
    • Prevention and education programs
    • Corrections and community corrections programs
    • Drug treatment and enforcement programs
    • Planning, evaluation, and technology improvement programs
    • Crime victim and witness programs (other than compensation)
    • Mental health programs and related law enforcement and corrections programs, including behavioral programs and crisis intervention teams 


    In Rhode Island, the Department of Public Safety, Public Safety Grant Administration Office is charged with planning, coordination, data collection, statistical analysis and grant administration and distribution of JAG funds. 

    JAG state funding has assisted with numerous innovative initiatives and supports:

    • Rhode Island Municipal Police Academy which provides inservice and continuing education training for state law enforcement agencies. Examples of trainings in 2013 and 2014 include advanced baton use, advanced report writing, autism and law enforcement response, auto theft, domestic terrorism, CPR/AED, gang recognition, and hand-fighting tactics.
    • ?Department of Corrections family reunification programming, focusing on education for inmates returning to the community within 6 months. Trained professional counselors provide individual and group counseling, as well as case management services, to high-risk offenders and their families. All families are linked with post-release programs.
    • National Integrated Ballistic Information Network (NIBIN) database technician position within the Rhode Island State Crime Laboratory. This staff member enters test-fire casings and evidence casings into the NIBIN system and provides assistance in reducing the backlog in processing DNA crime scene evidence.
    • Rhode Island Family Court Juvenile Mental Health Clinic. This clinic provides assessments and consultations that ultimately allow the court to refer juveniles to appropriate mental health services with an aim toward decreasing recidivism.
    • Equipment purchases for 10 local law enforcement agencies.

    Additional Information

    The following items are prohibited expenditures:

    • Vehicles, vessels, or aircraft (*Police cruisers, police boats, and police helicopters are allowable vehicles under JAG and do not require BJA certification. Vehicles (including motorcycles, SUVs, and ATVs) used as police cruisers” are not prohibited under JAG)
    • Unmanned aircraft systems (UAS), including unmanned aircraft vehicles (UAV) and/or any accompanying accessories to support UAS or UAV devices/systems
    • Luxury items
    • Real estate
    • Construction projects (other than penal or correctional institutions)
    • Any similar matters

  • Eligibility Details

    Eligible applicants are Rhode Island units of Local Government, Academic Institutions, Native American Tribes, Non Profits, Schools/School Districts, and units of State Government.


    Deadline Details

    Applications are to be submitted by January 31, 2025. A similar deadline is anticipated annually.

    Award Details

    In 2025, awards may be up to $250,000.
