    Summary

    The South Carolina Office of Highway Safety and Justice Programs (OHSJP) funds programs that will have a direct impact in reducing the number of collisions and traffic-related fatalities and injuries. Highway Safety grant funds are awarded to qualified applicants to create new or expand existing highway safety programs, with the intention that such initiatives continue when grant funding is discontinued.  


    In FY 2027, emphasis was placed on the following priority areas:

    • Police Traffic Services: The goal of this program area is to reduce fatalities and serious injuries resulting from collisions on South Carolina's roadways through high visibility enforcement and traffic safety education.
    • Impaired Driving Countermeasures: The goal of this program area is to reduce fatalities and serious injuries resulting from impaired driving (or walking, or biking) collisions on South Carolina's roadways.
    • Highway Safety Education:  The goal of this program area is to promote behavior change among identified populations in an effort to reduce traffic collisions, injuries, and fatalities.

    Other program areas may be eligible for funding, including Motorcycle Safety, Pedestrian Safety, and Bicycle Safety. Please contact the Office of Highway Safety and Justice Programs for information on applying for a grant in these potential funding areas.

    Additional Information

    Purchase of the following equipment items is allowable only if they are part of a comprehensive traffic enforcement program. NOTE: Equipment-only applications will not be considered for funding. 

    • Hand-held radar units/LIDAR units.
    • Traffic Cones
    • Lighting and Safety Equipment (e.g. lighting used at checkpoints, reflective vests, rechargeable flashlights, etc.)
    • Alcohol testing devices used for training purposes

    The following items are not allowable for purchase/reimbursement with grant funds:

    • Mainframe computers
    • Weapons, uniforms, or badges
    • Stop sticks
    • Passive alcohol sensors
    • Monthly cell phone service
    • Monthly radio service charges
    • Golf carts
    • License plate readers
    • Electronic speed limit signs
    • Permanent signage/signage without a safety message
    • Monthly wifi/mifi service charges
    • Purchase of body-worn cameras
    • Speed/checkpoint trailers
    • Block/in-service trainings
    • Leave hours of any kind
    • Hours spent working a natural disaster

    This includes provisions on personnel, facilities, promotional items, equipment, travel, training, and alcohol treatment services.

  • Eligibility Details

    Eligible applicants are South Carolina state agencies, city/county governments, non-profit 501(c)3 organizations,  state, local and federally recognized Indian tribal governments.

    Deadline Details

    Applications are to be submitted by March 20, 2026. A similar deadline is anticipated annually.

    Award Details

    Each year, South Carolina receives approximately $4,000,000 in funding. Individual award amounts vary. Cost sharing/matching is not required. Project periods will extend 12 months from October 1, 2026 through September 30, 2027.
