    Summary

    The Non-Profit Security Grant Program (NSGP) provides funding support for target hardening and other physical security enhancements to non-profit organizations that are at high risk of a terrorist attack and located within one of the FY 2015 Urban Area Security Initiative (UASI)-designated Urban Areas. The program seeks to integrate the preparedness activities of non-profit organizations that are at high risk of a terrorist attack with broader state and local preparedness efforts. The NSGP also serves to promote emergency preparedness coordination and collaboration activities between public and private community representatives as well as state and local government agencies.

    The FY 2015 NSGP objectives are to support efforts that:

    • Build and sustain core capabilities;
    • Strengthen governance integration; and
    • Encourage a whole community approach to security and emergency management

     

    NSGP allocates funds based on risk analysis, effectiveness and integration with broader state and local preparedness efforts. NSGP funds focus on target-hardening activities. These funds may be used to purchase or install security equipment on property owned or leased by the nonprofit organization, specifically to prevent against the risk of a terrorist attack.
     

     

    History of Funding

    In FY14, $13,000,000 was made available under NSGP.

    Additional Information

    Funds may not be used for:

    • The hiring of Public Safety Personnel;
    • General-use Expenditures;
    • Overtime and Backfill;
    • Initiatives that do not address the implementation of programs/initiatives to build prevention and protection-focused capabilities directed at identified facilities and/or the surrounding communities;
    • The development of risk/vulnerability assessment models;
    • Initiatives that fund risk or vulnerability security assessments or the development of the IJ;
    • Initiatives in which Federal agencies are the beneficiary or that enhance Federal property;
    • Initiatives which study technology development;
    • Proof-of-concept initiatives;
    • Initiatives that duplicate capabilities being provided by the Federal government;
    • Organizational operating expenses; or
    • Reimbursement of pre-award security expenses

  • Eligibility Details

    Nonprofit organizations in the designated Urban Areas Security Initiative (UASI) areas of the Chicago Urban Area of Cook County and the City of Chicago, are eligible to apply. Eligible 501(c)(3) organizations must be deemed to be at a high-risk for a potential international terrorist attack.

    Deadline Details

    Applications must be electronically submitted via email at [email protected] by 11:59 Central Standard Time (CST) on April 28, 2015. Similar deadlines are anticipated annually.

    Award Details

    Approximately $13,000,000 is anticipated to be available in total funding for a projected 26 awards in FY15. Awards will be up to $75,000 and will last for 36 months. Cost sharing/matching is not required.
