    Summary

    The Carol M. White Physical Education Program provides grants to Local Education Agencies (LEAs) and community-based organizations (CBOs) to initiate, expand, or enhance physical education programs, including before school, after school, and summer programs for students in kindergarten through 12th grade. Grant recipients must implement programs that help students make progress toward meeting their state's standards for physical education.

    This notice contains one absolute priority, three competitive preference priorities, and one invitational priority.
    • Absolute Priority: Programs designed to create quality physical Education Programs.
    • Competitive Preference Priority 1: Partnerships between applicants and supporting community entities;
    • Competitive Preference Priority 2: Development of non-cognitive factors;
    • Competitive Preference Priority 3: Supporting high-need students.
    • Invitational Priority: Evidence of Promise
    Projects must be designed to help students meet its State's physical education standards by undertaking instruction in healthy eating habits and good nutrition and at least one of the authorized physical fitness activities.

    Authorized physical fitness activities include:
    • Fitness education and assessment to help students understand, improve, or maintain their physical well-being;
    • Instruction in a variety of motor skills and physical activities designed to enhance the physical, mental, and social or emotional development of every student;
    • Development of, and instruction in, cognitive concepts about motor skills and physical fitness that support a lifelong healthy lifestyle;
    • Opportunities to develop positive social and cooperative skills through physical activity participation; or
    • Opportunities for professional development for teachers of physical education to stay abreast of the latest research, issues, and trends in the field of physical education.

    Additional Information

    An application for funds under this program may provide for the participation, in the activities funded, of:
    • Students enrolled in private nonprofit elementary schools or secondary schools, and their parents and teachers; or
    • Home-schooled students, and their parents and teachers.
    Funds may not be used for construction activities or for extracurricular activities, such as team sports and Reserve Officers' Training Corps Program activities.

    Not more than 5% of grant funds provided under this program to an LEA or CBO for any fiscal year may be used for administrative expenses.

  • Eligibility Details

    Eligible applicants are LEAs, including charter schools that are considered LEAs under State law, and CBOs, including faith-based organizations provided that they meet the applicable statutory and regulatory requirements.

    The Secretary limits eligibility under this discretionary grant competition to LEAs or CBOs that do not currently have an active grant under the PEP program.

    Funding previously allocated to school districts through the Carol M. White Physical Education Program under No Child Left Behind (NCLB) will no longer exist with the enactment of the Every Student Succeeds Act (ESSA).


    School health, physical education and physical activity programs will have access to significant funding under Title IV of ESSA. Block grants will be distributed to states under the Safe and Healthy Students program. School districts and schools will apply to their state department of education for funding for a wide range of safety, health and school-climate programs, to include health education and physical education. The process for accessing these funds is still being developed by Congress and the U.S. Department of Education, please check you state's department of education website for updates.

    Award Details

    The estimated available funds for FY2016 is $23,000,000. Awards range from $200,000 - $800,000, with an estimated average award of $500,000. The estimated number of awards given will be 15, with a 36 month project period. OESE expects to make awards under this competition for the complete 3 years using FY 2016 funds.

    Cost Sharing or Matching:  Federal share of the project costs may not exceed 90% of the total cost of a program for the first year for which the program receives assistance and 75% of such costs for the second and each subsequent year.
