Guided by the business philosophy and values of its Founders, the David and Lucile Packard Foundation invests in innovative people and organizations to improve the lives of children, enable the creative pursuit of science, advance reproductive health, and conserve and restore earth's natural systems. The Children, Families, and Communities (CFC) Program works to ensure opportunities for all children to reach their potential. The foundation's central goal is to achieve quality early education for all children through Preschool for California's Children. It also supports two other ambitious goals: promoting access to Health Insurance for all children and implementing After-School Programs for all elementary and middle school-aged children in California.

Giving activities in FY13 included $293,438,407 for 987 grants (high: $66,100,000; low: $5,000), $1,576,860 employee matching gifts, $3,506,376 for foundation-administered programs, $17,915,951 for 11 loans/program-related investments.
The Foundation does not fund attempts to influence specific legislation or ballot measures. It is important to read the guidelines for the program and subprogram of interest carefully and completely to find out if the intended project: addresses a program area for which the foundation accepts unsolicited proposals; falls within the geographic boundaries indicated for that program area, and supports the particular strategies the foundation has adopted for that program area.
The foundation accepts grant proposals only for charitable, educational, or scientific purposes, primarily from tax-exempt, charitable organizations. It does not provide funding for projects that benefit specific individuals or that serve religious purposes.
