    Summary

    Arizona's Rural Fire Capacity Grant Program (RFC) formally known as the Volunteer Fire Assistance or VFA Grant Program is authorized by the Cooperative Forestry Assistance Act of 1990. It provides financial assistance to train, organize, and equip fire departments in rural areas and rural communities to prevent and suppress fires.

    Funds may be used for supplies and non-capital equipment, firefighter training, fire awareness and prevention efforts, and fire district organization. 

    Eligible project categories include: 

    • Basic RFC Supplies (Priority) – Funding support is available for Nomex clothing, hard hats, gloves, goggles, fire shelters, line gear, fire line tools (Pulaski's, shovels, etc.) and water handling equipment (pumps, hoses, drop tanks, etc.).
    • Wildland Personal Protective Equipment (PPE) - Grant funding in this category is only available for necessary clothing and line gear that cannot be purchased through the BASIC option above.
    • Wildland Training for Department Personnel - Grant funding for the tuition and travel costs for RFD personnel to attend wildland fire training opportunities.
    • Wildland Equipment and Water Handling - Grant funding may be available for fire line tools (Pulaski's, shovels, etc.) and water handling equipment (pumps, hoses, drop tanks, etc.). Funding in this category is only available for necessary items that cannot be purchased through the BASIC option above.
    • Radio Communications (P25 Compliant) - Grant funding may be available for purchase of P25 compliant radio equipment and accessories only. 
    • Fire Department Organization and Planning - Grant funding may be available for costs to form an organized fire district under ARS, Title 48. Funds may also be available for planning costs to support risk assessments or hazard mitigation planning.

    Additional Information

    Equipment and supply purchases may not exceed a unit value of $5,000. 

    For wildland training for department personnel projects, funding may not be used for emergency medical technician training and salary-related costs for trainees, such as back-fill or overtime costs.

    For wildland personal protective equipment (PPE) projects, funding may not be used for wildland boots.

    For wildland equipment and water handling projects, funding may not be used for:

    • Building or other construction
    • Paramedic/EMT equipment
    • Fire hydrant construction
    • Land purchases
    • Routing vehicle maintenance, such as tune-ups or tires
    • Department identification patches
    • T-shirts
    • Promotional items

    For fire department organization and planning projects, funding may not be used for:

    • Furniture
    • Telephones
    • Personnel
    • Postage
    • Uniforms
    • Badges
    • Stationery
    • Insurance

    Funding may not be used for pre-award costs.


    All applicants will complete and submit a two part application. Part A includes information about the applicant organization, and Part B includes information about the specific project proposal(s). If funds are being requested for more than one project category, additional project applications (Part B) forms will be submitted for each category.

  • Eligibility Details

    Eligible organizations include Arizona fire departments that serve a rural area or rural community with a population of 10,000 or less (based on the most recent census) and at least 80% of department firefighting personnel must be of volunteer status. 

    For-profit organizations and individuals are not eligible.

    Deadline Details

    Applications were to be submitted by January 12, 2024. Similar deadlines are anticipated annually.

    Award Details

    The maximum award amount to any single firefighting organization is $10,000 per year. A Cost sharing/matching of 50% - dollar for dollar - is required. Award period will extend 12 months.
