    Summary

    The Edward Byrne Memorial Justice Assistance Grant (JAG) Program is the primary provider of federal criminal justice funding to state and local jurisdictions. The JAG Program provides states and units of local governments with critical funding necessary to support a range of program areas including law enforcement, prosecution and court programs, prevention and education programs, corrections and community corrections, drug treatment and enforcement, crime victim and witness initiatives, and planning, evaluation, and technology improvement programs.


    JAG funds can be used for state and local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, and information systems for criminal justice for any one or more of the following purpose areas:

    • Law enforcement programs.
    • Prosecution and court programs.
    • Prevention and education programs.
    • Corrections and community corrections programs.
    • Drug treatment and enforcement programs.
    • Planning, evaluation, and technology improvement programs.
    • Crime victim and witness programs (other than compensation).
    • Mental health programs and related law enforcement and corrections programs, including behavioral programs and crisis intervention teams

    In 2024, the New Mexico Department of Public Safety provides funding to:

    • Law Enforcement Programs
    • Prevention and Education Programs

    These purpose areas are intended to sustain evidence-based programs that address national priorities such as violent crimes, gun violence, and smart policing within the framework of the New Mexico HIDTA Threat Assessment and Drug Strategy.


    Eligible activities/costs include:

    • Personnel and fringe benefits
    • Contractual costs
    • Other Costs, including Travel, Equipment, Supplies, Confidential Funds, Other Costs such as telecommunication, equipment maintenance, fuel, and vehicle maintenance, janitorial or security services, and registration fees

    Up to $1,757,973 was available in 2023

    Up to $1,141,108 was available in 2021.

    Additional Information

    Ineligible activities and costs include, but are not limited to:

    • Subgrantees may not pay overtime solely because they are using federal funds. The employing agency must allow for the payment of overtime out of non-federal funds as a matter of policy. Overtime policies shall be approved in advance by DPS-GMB.
    • Expenses for non-JAG activities (e.g., JAG cannot fund a coordinator to perform HIDTA activities).
    • Expenses related to administering the grant funds (e.g., ADMIN Fees).
    • Infrastructure
    • Clothing/Uniform Stipends
    • Military-Type Equipment
    • Lobbying or Fundraising
    • Purchase of Canines (expenses for maintenance of canines are allowable)
    • Entertainment Expenses
    • Purchase of vehicles, vessels, or aircraft (except for police units)
    • Administrative Costs.
    • Unmanned Aerial Vehicles (UAVs)
    • Body-worn cameras (BWCs) are allowed; however, they require further certification and approval directly from OJP before any purchases can be approved. If you are considering requesting funding for BWCs please reach out to DPS-GMB for further guidance.

  • Eligibility Details

    Eligible applicants are New Mexico units of local government, which includes towns, townships, villages, parishes, cities, counties, and other general purpose political subdivisions of a state or a federally recognized Indian tribe that performs law enforcement functions.

    Deadline Details

    Applications are to be submitted by April 12, 2024. A similar deadline is anticipated annually.

    A mandatory pre-application workshop will be held on March 26, 2024.

    Award Details

    In 2024 the total amount of funding available to local law enforcement agencies is approximately $916,094.00 and the total amount of funding available to qualified state agencies is approximately $980,227.00. Individual award amounts vary. Cost match is not required. Project period is one year, from July 1, 2024 to June 30, 2025.
